Development advisory, design consultancy, OJEU tender of management contract and asset management on 1,000 space car park, serving £200m leisure scheme

TCPL was appointed by Ask/Patrizia at the start of the development process and provided development advisory services for the 1,000-space Gateshead Quays MSCP, including development of the business plan and assessment of viability, for use in obtaining stakeholder consent for the scheme.

TCPL was ‘novated’ to Gateshead Metropolitan Borough Council and is currently instructed on the procurement of a management contractor and design consultancy.

The scope of TCPL’s instruction includes the following:

  • Drafting of Selection Questionnaire and Invitation to Tender documents

  • Drafting operator Scope of Services for inclusion with Selection Questionnaire pack

  • Inputting to evaluation criteria and methodology

  • Advising on appropriate management fee structure

  • Sitting on evaluation panel and contributing to evaluation of tenders

  • Attending negotiation meetings (TBC) and engaging with shortlisted operators

On practical completion of the car park TCPL will provide asset management services, analysing performance and providing insight to ensure financial performance and service levels are optimised.
