Review of a portfolio of 22-car parks, OJEU tender of management contract
TCPL conducted a portfolio-wide performance review of CDC’s 22 managed car parks across the towns of Banbury, Bicester and Kidlington.
Following this review, TCPL identified opportunities to increase revenue performance and service levels across the CDC portfolio through the appointment of a specialist management contractor.
TCPL was appointed by CDC as a specialist consultant throughout the subsequent OJEU procurement process. TCPL’s scope included:
Drafting Selection Questionnaire, Invitation to Tender, Invitation to Submit Outline Solutions and Invitation to Submit Best Offer documents, including technical annexures
Determining evaluation criteria and methodology
Advising on appropriate management fee structure
Advising on operator procurement of parking control equipment and treatment of capital expenditure
Chairing evaluation panel and contributing to evaluation of tenders
Chairing competitive dialogue meetings and engaging with shortlisted operators
Making final recommendations in the form of a detailed cabinet paper
Following successful completion of the procurement process, car park operator APCOA was appointed on a 5-year management contract.
